It seems you can buy anything with homeland security money these days. Or sometimes you can’t.
Whistleblower Charles Cape, a regional Homeland Security official in Arizona, said that $60 million in homeland security money earmarked for wireless communications technology at the border was instead spent on ordinary administrative expenses, and the money never reached Arizona, according to KPHO.
Rep. Anthony Weiner, (D-NY) who is running for mayor of New York City, said that millions of homeland security dollars are going to waste on pork-barrel projects such as a Carnegie public speaking course for sanitation workers or eight Segway scooters.
For now, Weiner said, Congress is sending a message that “if you’re going to go for pork barrel, we’re going to pay for it.” — Newsday

Personally I thought spending the HLS money on air-conditioned garbage trucks was a great idea.
Seriously, I keep thinking of that scene in Dave where Charles Grodin is trying to balance the budget and makes that comment about how if he did his books like this…
