Police officer shoots unarmed man “for no reason”

A Chino, Calif., police officer shot an Air Force MP on Sunday night after a short police chase in which the airman was a passenger in the car, while he was appearing to cooperate with instructions the police officer gave.

Senior Airman Elio Carrion was shot three times and is in good condition at Arrowhead Regional Medical Center in Colton after going through surgery.

Police reportedly observed a blue Corvette driving through a residential area in excess of 100 mph (160 km/h) and after a short chase, the driver, Luis Fernando Escobedo, 21, crashed the car. At that point, a local resident grabbed a video camera and videotaped the event.

According to the videotape, Carrion, the passenger, was on the ground, when the officer ordered him to get up. Carrion said he was unarmed and in the military and would get up, and when he did, the officer, whose name was not released, shot him.

At one point, a voice is heard saying several times, “Get up.”

Carrion says, “I’m gonna get up.” As he rises, the deputy fires at least four shots from close range, and Carrion collapses, crying out in pain.

“Shots fired! Shots fired!” someone shouts.

“He was getting out of the car with his hands up and that’s when his friend started running. Since my husband was surrendering, they shot him. They shot him on the shoulder, on the chest and the leg,” said the victim’s wife Mariela Carrion. — KNBC

The officer is on paid administrative leave.

“They shot me for no reason,” Carrion said after getting out of surgery.

And the charges against Escobedo, the driver, were dropped.

    Thanks for covering this important event. I still cannot believe that Ellio Carrion said that they shot him for no reason. Everyone’s following this one, and I’m sure that we’re going to get to the bottom of this and get some justice.

    It is obvious to me that the officer shot the Airman out of anger. If the officer is charged with this crime and I was on the jury, it would only take me a few hours to convict him.

    What’s the reason for shooting him Mr. Hartzer? It certainly is not clear from the video why? Passengers cannot be guilty of speeding or eluding the police, or drivers can. It does appear there was an issue about him possibly having a weapon either.

    As a police officer my self I must say that from what you can see in the video. This officer was in the wrong, but the public must not be so critical over all police, because the fact is, they have a very hard job and one that not everyone is willing to do.

    As far as traffic cops go, that’s true. I’ve thought about it, and I’d be extremely unwilling to act as a tentacle of the government in pockets of perfectly rational, upstanding individuals. It would be against my conscience.

    Makes me mad enough to know we got idiots for police. I personally would like to cut this one police officers head off and stick it on a pole so that all other police officers in the country will get the message to respect human dignity and life. Police have a hard job, but there is absolutely no excuse for this. Any other police officer who says the public should not be so critical of them should given some first hand experience as to what pain is really like. How utterly stupid can one be.

    There is absolutely no exuse for shooting an unarmed passenger with his hands in the air 4 times. There is no excuse whatsoever. The officer is now on PAID leave what the heck is that he shot someone multiple times for doing what the police officer told him. If an officer asks me to get out of a car I have to wonder if they’re going to shoot me and get paid to sit at home while I’m in the hospital. There are plenty worse and harder jobs than being a cop, that’s no exuse for nearly killing an unarmed man. I hate cops.

    Police officers have a hard job physically and mentally but that officer was in the wrong. The looks of it show the officer giving a command to get up and then shot an unarmed man. That officer should be placed in handcuffs and in jail! Corruption is bad at every level of government. Also, the officers of Chino harrassing the guy who video taped the incident should be fired and jailed for violating his civil rights!

    I would not be able to get away with that same shooting in the streets of Fallujah. I’d be up on charges in 24 hours. There is a Murphy’s laws of combat and one of them is ‘Anything can get you shot, including doing nothing.’ This poor SrA didn’t realize when he left Iraq for California he was out of the frying pan and into the fire.

    The FBI will charge this incredibly jumpy ill-trained officer in the next few days. As long as he never carries a badge or a firearm again I will be content. I’d prefer the officer get 9-12 years for attempted murder, but I won’t hold my breath on that one.

    I was shocked to see the video of the shooting. I had dealt with police officers in the past, and the fact that they don’t have an easy job, does not excuse them from having some compasion and understanding about peoples mistakes. The airman mistake was to ride in a car with his wild friend. By watching this video I can honestly say that I have been lucky to be alive the few times I have been pulled over by a cop.

    Remember Gonzalo Martinez who was gunned down by Downey Police, strikingly similar. Since when has Joy Riding been a justification for shooting another human being? What kind of mental midgets are allowed to have guns and badges. They should be ashamed of them selves. My sympathy to these boys and their families.

    OK, 3-5 days of “paid administrative leave” is standard for every agency I’ve ever heard of and/or worked for. As the other man said, once the normal proceedural events occur, this disgraceful excuse for a cop will be saying, “….you want fries with that?” I only wish who ever hired him and/or trained him is standing right next to him getting somebody’s drink for the $4.99 special.

    I am a good friend of Elio Carrions and former coworker. We have also been close friends and I cant tell you from on the job experience with him and everyday life that he was a very mellow, cool headed person. I know before I saw the news or the video that he had nothing to do with it. Mike (former MP)

    I am a 22 year old US Citizen and I am TOTALLY sick by the way this world is. There is not much anyone can do, for example the cop shot him and he’s is on PAID admin. leave……why? I live in Ohio where a fugitive is on the run from the Ross county Jail, John Parsons. Check the FBI website he’s there, the idiots in this area can’t find him. He is an ACCUSED cop killer, I looked into the story and they have NO evidence that it was him, no weapon, no finger prints, no nothing just the fact that he was in the area. He was involved with armed robbery and was driving the get away car, anyway the man officer Larry Cox was returning from his parents house that evening, OFF DUTY and IN PLANE CLOSE. Now the man is a “Cop killer” and escaped because they are going to give hime the death sentence. Noone will tell the real story only that he is a cop killer. Some cops are plain RUDE, MEAN, and have very large heads. I know a couple cops and a sherrif very nice guys i might add. I think theis officer should be on UNPAID leave and in jail right now. Why isn;t he charged with murder, oh that’s right because he has a badge……BS

    That was some BS. Shooting a REAL American who was a REAL law enforcement AND military man, being an MP. Shot by some punk ass little town cop with a big hard one for abusing his authority. Cops think they are hard, I’d love to see him and a few of his doghnut buddies take a stroll on a military base trash talking and see how long it takes to get the shi& kicked outta them. Soldiers who are trained well would smash little podunk pigs with their little pu$$y academy training. SWAT maybe, but doughnut gulping beat cops, nothing but attitude and abuse out of a lot of em. Some are good, but the good ones always get a shield and get promoted leaving the stains behind to patrol. Flunkies. 1 grade up from a security guard.

    Cops need to chill out, they aren’t the only ones with guns. I have been a victim of police BS a couple of times. This cop needs to be executed by firing squad. I can’t believe this crap. I have exactly 0 respect for the police anymore. This type of thing happens on a daily basis. In the city I live in 15-20 people are tazered by cops every night. I will not be tazered, if a tazer is pointed at me, i will lose it… period

    For all intensive purposes folks, all the parties are to blame, the officer, the off duty MP-AF guy and the driver. I know if I were a cop and saw a guy driving a 100 mph and the car didn’t have sirens that didn’t wail or were red, most PD’s sheriff and highway patrolman are gonna want answer. The cop on the other hand the cop in this incident is real poor example of bad decision. And for MR Marine, shut up ! I know about 100 guys in the service right know and don’t run off at the mouth like you do.

    As both a soldier (Operation Iraq Freedom veteran) and police officer I empathize with the feelings on both sides of this issue. However, when searching for factual truths, passion and presumptions cannot be a factor. Passing judgment on a man/woman for his/her actions prior to knowing all of the facts is nothing short of ignorance or stupidity; pick your poison. From what I gathered from the archival information at NBC channel 4’s website, I could not intelligently conclude anything. The only two facts that I could ascertain were an Airman was shot and he was traveling in a vehicle that had committed several class “A” misdemeanors at the minimum. Do these facts allow justify the shooting of another human being, let alone a man who has served his country? No, not at all. However, are these all of the facts; is this the complete story? I am not defending the police officer nor am I siding with the Airman, but educate yourself on the issue prior shooting off at the mouth about it. Finally, police officers are charged with a very difficult duty, protect the good people and arrest the bad all the while not infringing on anyone’s civil liberties. Sounds easy enough, right? I implore you, try it for a month and see if you feel the same way. So please next time you hear about a police officer doing this or a soldier doing that, think about how you felt the last time you were looking death in the face while trying to intercede on someone else’s behalf. Now imagine that horrifying scenario being your career.

    If it were the other way around…any citizen would be under charges for attempted 2nd degree murder and in jail until trial. This guy is a criminal and should be MORE accountable for his actions as a police officer. Officers of the Law are held to a higher standard per the law. Too bad we see very little of this in real life.

    Unfortunately Cops are held up to a higher standard, and are not like regular people. One bad cops makes the rest look like bad cops. Most people only have interactions with Cops when their writing them a ticket. To be honest out of 5 incidents I’ve seen family members in. 2 officers were bad. One stole money because when they take your wallet which their not allow to but some ask anyway. They ussually count your money out He has 5 dollars, which actually there is $1000. He puts it in his pocket. The other time was actually just incompetance but I don’t really expect much from a cop anyway.

    The former Deputy goes on trial starting 21 May 07. I hope they get a jury that has the courage to do the right thing and get some justice for this young man. Here’s some questions to think about in this case.

    1. Why, when this cop is alone at this scene, did he not conduct a Felony Stop? After all, the driver was guilty of felony eluding. The cop’s claiming in court now that he shot out of fear, but if that’s the case, why is he standing within 5 feet of 2 people he’s just caught up to during a high speed chase? He should have been behind his own Police Cruiser, using it for cover until back-up arrived. His location in the video alone proves he wasn’t actually as scared as he now claims to have been.

    2. The cop changed his story from the first comments he made. He first said the Airman tried to rush him. He had to change his story though because he found out there was a video tape that didn’t match his first account. So now he says he shot because he thought the Airman was drawing a gun on him as he rose from the ground. If that’s the case, why doesn’t he search the Airman for the assumed weapon after he shoots him? The last thing you’d want to leave on a person you just shot and believe is armed, would be a gun.

    3. Finally, the most obvious of all, why would you tell an unhandcuffed suspect who’s already on the ground, to get up?
    These words, more than anything else, make this look like a case of Attempted Murder, rather than Attempted Manslaughter.
    By telling the Airman to get up, he was creating the situation needed to justify shooting him, as well as providing the access he needed to shoot the Airman on the front of his body, rather than shooting him in the back. It’s quite apparent, he didn’t know anyone was videotaping this incident. The charges don’t fit the crime. THis was attempted murder.

    I don’t condone what was shown in the video, but I wasn’t there. They say video doesn’t lie, but that in and of itself is a lie. You don’t know what what happening out of view of the camera, not to mention the film quality was pure crap. Michael, you claim to be a former coworker with the victim, yet you don’t know that the AF does not have MPs? They have SPs. You might want to do your research before making false claims. Billy Marine, you obviously joined the Marines because you weren’t smart enough to get into the Navy. “Real law enforcement and military man”? AF SPs don’t know their ass from a hole in the ground when it comes to the law. Police walk into the shit every day of their career, not once in a blue moon when there is a conflict somewhere. You have the mentality of a new, low ranking Marine who still believes the brainwashing you received in boot. My brother believed that shit too, until he came home from boot and got his ass whooped by a 9th grader. Yep, Marines are bad ass alright. Just like any other group of people, there are some that talk tough and there are others who are though. You can normally tell the truly tough ones by the fact that they remain quite and don’t talk shit. You obviously like to talk tough.

    I can’t believe that the cop was found not guilty. As long as they keep shooting people without with out just cause people will be afraid of those who are suppose to serve and protect. If I got pulled over today and a cop asked me to get out of my car, I will be scared for my life and that’s the truth.

    I’m one of those who, earlier on this post, condemned Webb for his actions that night. My opinion has not changed in any way following the jury’s not guilty verdict in this criminal trial. This jury did not offer Webb, the benefit of the doubt, but instead, they actually nullified evidence presented by the prosecution. That is not the job of any jury in any case, and the jury that does so certainly doesn’t earn honor for their verdict. The same thing happened in the OJ trial, and look at the damage it’s caused for the families of the victims. Webb arrived at this scene angry, and he allowed that anger to control his actions there from beginning to end.

    Remember too, that in Webb’s trial, his jury was also given the option to convict on the lesser charge of Infliction of Great Bodily Harm with a Firearm, which they should have done. The DA included this charge specifically because it DOESN’T require proof of criminal intent or motive to find guilt, which are the very factors some are using to defend this not guilty verdict. The only thing required for a finding of guilt on this charge is, did Webb inflict great bodily harm by shooting Elio Carrion, and was he justified in using the level of force he chose on that night? The photographic evidence clearly shows that he did indeed inflict great harm. His procedural violations are what created the danger for all involved, and the shooting probably wouldn’t have occurred if he’d followed proper procedure in the first place; therefore, this is proof that he was not justified in shooting this young man.

    Furthermore, this jury had a motive for its not guilty decision, and it was purely financial. A guilty verdict would assign wrong doing on Webb’s part, and that would greatly change the entire outlook of the pending civil suit for all parties involved. Civil attorney’s for both Webb and the County stated in the LA Times, less than 24 hours after this verdict was announced, that the not guilty verdict would greatly bolster their case in the upcoming civil suit. The jury was fully aware of this fact also, and as residents of the County, they too have a stake in this civil case, as taxpayers. A motivating factor, if ever there was one; and it’s certainly a valid reason for everyone to be second guessing this jury’s verdict. Elio Carrion, and justice itself were cheated with this verdict, and that makes it an injustice for us all.

    this one is for MR ” tired of morons” hmm whos the moron here? yes i see your point about the the brainwash stuff but id love for you to come and tell me as an SP that i dont know my ass from a hole in the ground. yes its true not all SPs or MPs have alot of tradiontal ” Law Enforcment” experiance. however some like my self that are LE inclined and do it more freguent than one may think. and I do agree with the Marine as far as having a civilian LE officer dealing with the deployments and and military aspect of things. but the point is jask @$$ watch what you are running your mouth about becasue you like all the rest of us dont know every thing there is to know about everything.     I agree that most police officers are not like the one shooting here. The problem is that those bad cops STAY on the force. If any punishment is handed out, its an administrative slap on the wrist. The victim often has to defend him self in court for not following to orders of the officer “fast enough”. I thought no sudden moves was the proper way to respond.
    As long as those few bad cops are still on the job, how am I suppose to tell you apart? You are wearing the same uniform he is.

    Some people need killing! I only hope you get to come through Arkansas with that attitude about the police. I have a special place in my heart for people like you. Have you ever thought that attitudes like yours is the reason the Police have to issue road side justice? I’ve arrested many big talkers like you, those who say ” they will never get me”, ” it will take all of them to arrest me”. You are the ones who load up with no problem.     I agree that the video looks bad, the guy messed up and it almost cost someone their life. Do all police have to be judged by this ones actions? Quit your whinning about bad cops, dumb cops and abusive cops. Go to your local police station and get an application to join the force. If you can see what is wrong with the police you should be able to fix it, right? Oh! I forgot, it takes a man to stand up for whats right and make a differance, most whinners don’t have the testicles to do the job.
