Expect More Screwing: 28% of federal programs “not performing”

The White House Office of Management and Budget launched a new Web site today, expectmore.gov, where it presents its analysis of whether federal government programs are “working well for the American people.” By its own assessment, 28% of the programs are “not performing.”

What I want to know is, what’s the word they should have after “more”?

OMB rates programs using a standardized set of questions, and classes each program into one of five categories: Effective, Moderately Effective, Adequate, Ineffective, and Results Not Demonstrated. Programs listed as performing fall into the first three categories, while programs listed as not performing fall into the last two categories.

We use a standard questionnaire called the Program Assessment Rating Tool, or PART, for short. The PART asks approximately 25 important, yet common sense, questions about a program’s performance and management. For each question, there is a short answer and a detailed explanation with supporting evidence. The answers determine a program’s overall rating. Once each assessment is completed, we develop a program improvement plan so we can follow up and improve the program’s performance.

Considering the vast number of federal programs which either should not exist, should be run by the states, or should be privatized, I expect this should be “expect more K-Y jelly.”

    Although I have to agree that federal programs are not performing, much of it is because they have contracted the work out, and along with it, their responsibility. This goes back to the Reagan days when he wanted government to contract everything out. Practiocally every civil servant today is a project manager, managing contracts. Aslo, don’t look at the states to take anything over. State governments have the worst performance reputation of any. Most are corrupt, broke, and are unwilling to take on any of the federal programs. Just look at Medicaid, Highway maintanence, or the school to get a flavor of what I mean.
