		<description>Although I have to agree that federal programs are not performing, much of it is because they have contracted the work out, and along with it, their responsibility.  This goes back to the Reagan days when he wanted government to contract everything out.  Practiocally every civil servant today is a project manager, managing contracts.  Aslo, don&#039;t look at the states to take anything over.  State governments have the worst performance reputation of any.  Most are corrupt, broke, and are unwilling to take on any of the federal programs.  Just look at Medicaid, Highway maintanence, or the school to get a flavor of what I mean.</description>
