		<description>There &lt;strong&gt;is&lt;/strong&gt; a right to own pets, though it is not guaranteed by the First Amendment, but rather by the Ninth and Tenth Amendments.  It is an unenumerated right, and is thus a right of the states or the people.  Thus the state of California has the power to restrict the right of its citizens to own ferrets, but the federal government does not (unless they can come up with a justification based on the Powers of Congress).</description>
