Of course, tweaking those is a black art that seems to change every year, but I don't see why it would require any kernel patches. They can get TTY devices for free from the Oklahoma state government. I tried to buy one once from some random vendor, and it was nearly $300. That was 15 years ago. There are software programs available now that emulate a TTY, so it's easier to just use a computer.
