Buried in what would otherwise have been a dry summary of financial audits and inspections, the Department of Homeland Security Inspector General’s semiannual report to Congress (PDF) also contains dozens of reports of misconduct and criminal activity perpetrated by DHS employees themselves.
Twice a year the IG’s office reports to Congress with a summary of its activities for the past six months. The report released this week covers the time period April 1 to September 30, 2006.
And nowhere is the corruption more evident than within Immigration and Customs Enforcement, where the reports of crime conducted by ICE employees eclipse the management report summaries.
“Our investigations resulted in 321 arrests, 333 indictments and 243 convictions,” inspector general Richard Skinner wrote in the report’s cover letter.
Clark Kent Ervin, a former DHS inspector general, said the Transportation Security Administration rushed to hire screeners and air marshals in 2003 without running background checks on the applicants.
“Knowing DHS dysfunction and disingenuousness, it wouldn’t surprise me if DHS doesn’t fully vet employees for criminal backgrounds before hiring them or periodically recheck them,” Ervin said.
Russ Knocke, press secretary for DHS, would not comment on the agency’s policy on background checks but dismissed Ervin’s criticism as “pure speculation” and “without merit.”
Knocke said the problems were due mainly to a few individuals.
“No law enforcement agency of any government in the world is going to be immune to inappropriate behavior on the part of its employees, particularly one that is as large as we are,” Knocke said. “… There’s no tolerance for unethical behavior at this department and we use every authority to confront it.” — Los Angeles Times
Perhaps, then, there is something fundamentally wrong with law enforcement itself, that attracts people predisposed to “inappropriate behavior.”
Aside from the many people who attempted to rip off the Federal Emergency Management Agency in the wake of Hurricane Katrina, the report documents several FEMA employees who themselves committed fraud and took bribes. One even went looting.
But the biggest section of the report was for Immigration and Customs Enforcement, which is charged with protecting the nation’s borders, where dozens of agents were prosecuted for various crimes such as harboring fugitives, allowing illegal aliens and drugs to pass through border checkpoints, bribery, worker’s compensation fraud, identity theft, and sexual assault.
Transportation Security Administration employees, including federal air marshals, found themselves arrested for stealing from passengers, child pornography, money laundering, and drug smuggling.
U.S. Citizenship and Immigration Services, responsible for throwing red tape in front of people who mistakenly think this is a free country and still want to immigrate here, was not immune either. Some of their officers got in trouble for harboring illegal aliens, forging passports, visas and green cards for aliens, or just issuing them outright when they should not have, and sexual assault.
These, of course, are just a few bad apples in an agency of 160,000 charged with keeping the nation secure, just a drop in the bucket. But the number of arrests is on the rise, with 321 this period, 200 the last six month period, and only 54 the period before that. How many corrupt officials haven’t been caught?
Separately, the Federal Bureau of Investigation has been cracking down on corruption since September 11, netting 1,060 convictions of corrupt officials in 2004 and 2005, according to FBI statistics. Most of the prosecutions detailed in the inspector general’s report are not included in the FBI’s tally.
Bad Behavior has blocked 2524 access attempts in the last 7 days.

I must say that I had a bad experience at the Immigration in Houston, TEXAS. I am a resident of the United States since year 1966. I was married to an American from the Air Force who passed away four years ago. I was out of the United States for over 1 year because of very strong family reasons. When I returned the immigration treated me like a third class person. In spite of my answers the asked me the same thing over and over again until they said that I had to pay 265 dollars fine and gave me a waiver and warning if I do that again. I felt like I was in Nazy Germany and specially it was too notorious and obvious that the personnel there was too ignorant, no manners and no knowledge and guess what I did? Four days later I left the United States for good and plan not to return till things improve there. What a shame that idiots can represent a country like the United States, a country that I have loved and respected but my respect is not there anymore like it was before. Sorry for the American people and those who still live in the States, they deserve better than having the administration full of criminals. God Bless America and hope with all my heart that it returns to be the America i always knew.

I believe this government organization (ICE) has lost or forgot its primary purpose for existing. I say this because they spend much time and effort to find, steal and destroy small personal shipments of medications being ordered by folks like me who have medical problems and no health insurance. I have had thousands of dollars worth of prescription medicines stolen by ICE and destroyed. By harassing the law abiding Americans who are just trying to save some money and get by, they appear to be doing something, but the really important task is left untouched. In other words, the super important issues like millions of illegals coming across the border or tons of cocaine coming across every day are unsolved and will remain that way. And they will also continue to seize (steal) pain killers and other important medicines destined for adult Americans who have the Constitutional right to pursue health and happiness. Yeah right! Only the USA does this. Importing personal supplies of any medicine is a no brainer anywhere else in the world except the good ‘ol USA. ICE sucks and is indicative of the entire dysfunctional US government-designed to fail at the core of their mission and set up to rape and destroy America and Americans using our own money to target and sell out anything left to steal.

What would you expect? The DHS is exempt from the so-called Whistle-blower protection laws and the minimal protection they afford any employee who might expose corruption. As a result, DHS has been given the “green light” for fraud, waste, and abuse.

Prior to the creation of the DHS, the US Customs Service handled all customs matters and the Immigration & Naturalization Service handled all immigration matters – fairly simple. Now, subsequent to the creation of the DHS, customs matters are split up between Immigration & Customs Enforcement (ICE) and Customs & Border Protection (CBP) – 2 separate agencies with overlapping missions and authorities. Immigration matters are split between THREE agencies with overlapping missions and authorities – ICE, CBP, and Citizen & Immigration Services (CIS). It’s all a very confused mess. Apparently, not even the Inspector General can sort out the differences … Border Patrol is a component of CBP not ICE. CBP inspectors are not part of ICE. Among others responsibilities, ICE handles criminal investigations (special agents) and also handles immigration detention facilities (ICE officers) whose officers are not special agents. Of the corruption incidents cited in the report, about 10 were CBP (includes Inspectors at airports, land and sea ports and Border Patrol) and 9 were ICE incidents. Of the 9 ICE incidents, 7 were non-special agent incidents and 2 were special agent incidents. Of the 2 special agent incidents, 1 involved a retired special agent – not a current one. The other special agent incident involved an off-duty case of sexual misconduct unassociated with official duties. In sum, the special agent is the core of ICE (about 6000 special agents). Relative to other federal investigative agencies, ICE’s special agents corruption incidents are extremely low. The confused mess of who’s who and who does what within DHS is evident from the IG’s own report and the erroneous perception it foments within the American public.

Homeland Security is made of patronage jobs in the mold of the WPA in a time when the economy in the U.S. needs such jobs. Unfortunately, like every other government jobs these employees have taken the hint from the federal government that they are above the law.
I recently had my USPS mail man, (I’m new to town), take home my bank statement, open it and read it to check up on me, and then deliver it the next day. This he did I’m faily sure because he thought I looked suspicious, as an old guy (56) with long white hair living with a young “babe”, (55 and my wife of 36 years, but whom has often been mistaken for my daughter).
Our newly HS enabled border patrol up here in the wilds of northern Maine too has taken on a new air of infallibility, and it is sickening to think these government slackards actually get paid above the going rates here for no work being done so poorly as to discourage cross border shopping by both Americans and Canadians.
The border between Canada and the U.S. could be untended here with little harm or danger to either side.

Bad experiences with arrogant, rude INS and customs personnel is nothing new. For many years my wife did not have much enthusiasm for obtaining citizenship, after encountering rude behavior during her first attempt. Such experiences and rude behavior toward non-citizens entering the U.S. are a shame. Such impressions are often lasting ones.

If you do not have proof that you are here legally, then yes, I can agree that you were questioned over and over again. I think tax payers like you would want people scrutinzed that show up, say I live here, and have no proof of that….

I am half African-American and half Latina. From 1997-2004 I had to do quite a bit of world wide travel. I can not tell you of the frightening abuse that I have received in every airport in Europe where I landed. I have witnessed blatant racism and been a victim of it especially when I traveled through or in Germany where, the Nazis are now in power again. I have even been “felt-up” by a WOMAN security officer as she supposedly did a security check on me. This security agent actually squeezed my breasts and squeezed her hands into my bra. I hope you understand that this is an extremely traumatizing and sickening experience. I have received similar abusive treatment in my OWN country. As a minority woman, it is dangerous to travel alone nowadays. The airline personnel have become predators.
I was robbed of my two computers in my own country. I took a Lufthansa flight out of New York City. I was pressured and harassed by the personnel over the fact that my portable computer was too heavy to carry on. I was pressured to put it into my suitcase. On arriving at my my final destination, I discovered that my suitcases had been seized at JFK and held for “security reasons”. I finally recovered my suitcases after a week. My portable computer, the newest Dell Inspiron had been simply stolen. My other computer, that I had had a chance to bind down in my suitcase, had been ripped open and had been gutted. Graphic card, Hard Drives, Sound card – all stolen. Who had access to my suitcases, so that they could leisurely vandalize my computer?????? I complained to Lufthansa, to the police, to the FTC and to everyone I could reach. No one helped me. The idea is that all Americans are rich and are deserve to be ripped off. Also European law enforcement personnel has become so anti-Black, anti-Arab, anti-minority, and so white supremacist that they are totally hostile to any Black person. They feel that you should not have a job or should be being someone’s maid. (I could tell you many stories about the abuse that goes on, but that’s another story) As a results, my stay in Europe has been ruined. I have been unable to work due to the loss of my computers. Lufthansa refused to replace my computer o to take ANY responsibility for the loss. This is what is known as a license to steal. I beg all of you out there to boycott Lufthansa – It is a sick, irresponsible racist company that endorses the sociopath behavior of their racist employees. Thank you

Without getting into much detail, no there is no magic way to figure out the immgration status of every person coming or returning to the USA. The law says you must have your documents. Either you have them or you don’t. It’s like a river’s license, either you have it with or you don’t. Even if the cops can run a check and find one with your name, they don’t have to let you drive and can write you a ticket for not having it in your posession.

Quiet as it’s kept, there’s racial profiling going on at border. Anyhow, I’ve visited Ontario Canada 3 times last month, and all 3 times the border patrol idiot gave me a pink slip to get my car checked. Does anyone know what the code ENF or NTO stand for? Those were the scripted letters on the pink slip. I tried asking the agent the reason why I am stopped, they ignored me completely and refused to tell me what NTO or ENF meant. Can they do that?

To clarify the above posting..plants from both sides of the continent were involved.The plant owners subjected their plants to thought directed emotional stimuli.Thoughts of love would produce oscillations in a smooth flowing pattern producing thoughts of hatred and impending death to the plants via mutilation produced the strongest chemical release and oscillatory reactions.They were able to catalog a range of emotions.That is as simple as i can put it.The results of these tests are available to all who might be interested. You will always have someone who may do something wrong as in against the law. However most are lawful. Im a security officer and for example we have to take drug testting when we apply and they have a automated system of random drug tests. Also you have to pass criminal background checks by the dept of public safety/div of homeland security which is who we are licensed by since 9/11. For an example if i had a criminal record of domestic violence and or drug abuse and being forced to attend drug rehab they wouldnt hire me. However i know of a neighbor who was arrested for drugs, domestic violence and two other crimes and she is now a nurse. She makes way more money than me and my security agency would not hire her. We have to be lawful right off the bat or we dont even get passed the application form. Now again as i said once in a while someone may do something wrong. But being in this line of work 8 yrs i have never known any officer to do any of that. i was a police explorer 5 yrs and my dad was a deputy 12 yrs and now also a security officer. We provide public safety /private and i feel without the men and women in law enforcement, security, fire/ems, military we would not have the freedom we have our a country for that matter. Thats just how it is.
But as for talking about people getting introuble with certain jobs you would be surprised maybe if u looked at hospitals. Ask my buddy a 14 yr veteran now a police sgt how many doctors and nurses he has arrested over the yrs for drugs. Ask any of the guys. The local hosp had just had 4 or 5 get arrested for stealing drugs from the hosptial. The police dept had investigated them under cover.

SANTA MONICA, Calif./EWORLDWIRE/April 24, 2007 — In a multimillion dollar lawsuit filed against the Department of Homeland Security, former CBP Officer Julia Davis and her husband, Hollywood Producer/Director BJ Davis, uncover how the Patriot Act is being used to discourage acts of true patriots. A complaint filed in the Central Federal District Court of California (Case EDCV07-0481SGL (OPx)) names the United States of America, Department of Homeland Security, Bureau of Customs and Border Protection, Bureau of Immigration and Customs Enforcement (ICE), ICE Agents Jeffrey Deal and Herbert Kaufer as defendants and seeks general damages of twenty million dollars in addition to punitive and exemplary damages, special damages, petition for writ of mandate and attorneys fees. Allegations include civil rights violations, malicious prosecutions, false imprisonment, warrantless surveillance, warrantless searches, privacy violations and withholding of exculpatory evidence.
Julia Davis is a former Customs and Border Protection Officer who made a whistleblowing disclosure to the FBI/JTTF in an attempt to safeguard the nation’s borders. In retaliation for the report that exposed serious lapses in processing of applicants for admission from special interest countries, the Department of Homeland Security engaged in unprecedented retaliation against Julia Davis and her family. San Diego Director of Field Operations Adele Fasano wrote that Julia Davis “should be held accountable for what she did,” referring to Julia’s report to the FBI. San Ysidro Port Director William Ward sent a high priority Significant Incident Report to the office of former CBP Commissioner Robert Bonner, alerting DHS officials of an extremely embarrassing disclosure. ICE Agents Jeffrey Deal and Herbert Kaufer led the charge against Davis and later admitted under oath that the Davis case was declared “top priority” and was to be given “immediate attention.”
Julia and BJ Davis have been falsely charged with felony crimes and twice imprisoned; the Davis residence has been raided with a Blackhawk helicopter, stormed by twenty-seven ICE Agents armed with assault weapons and ransacked for an hour without a warrant. Prior to the raid, Julia and BJ Davis have been subjected to aerial surveillance with the Customs and Border Protection Air and Marine Unit, followed by as many as eight ICE agents at each given time; their medical and insurance records have been inappropriately disclosed by the Screen Actors Guild and voluminous materials have been seized in a warrantless search of BJ Davis’ office. Agents Kaufer and Deal falsely accused Julia Davis of being a “Domestic Terrorist” and a convicted murderer, boasted of abusing Patriot Act provisions in “keeping close tabs” on the family, while disclosing highly privileged TECS records and details of FBI investigations to third party civilians and organized crime associates.
All criminal charges in prosecutions against Julia and BJ Davis have been dismissed. California State court declared Julia and BJ Davis factually innocent, ordered their arrest records sealed and destroyed and ordered the government to return all proceeds of both warrantless searches. DHS, Kaufer and Deal refused to comply with this court order. Although the DHS Office of Professional Responsibility acknowledged in writing that misconduct by Kaufer and Deal had risen well above the administrative level, their actions have not been formally investigated. The DHS Office of Special Investigations canceled their appointments to interview Julia and BJ Davis, where the evidence of criminal misconduct was to have been formally presented.
Julia Davis won a discrimination lawsuit against the DHS, with a final court order issued in 2005 that found the Agency engaged in illegal conduct and that the DHS betrayal of Julia Davis caused her to involuntarily resign from the Agency. Daniel Sutherland, the DHS Officer for Civil Rights and Civil Liberties issued a written refusal to comply with the court order.

I am amazed with Homeland Security where I worked the U.S/Mexican border for 10 years as a Customs officer. I have numerous currency, weapons and narcotics seizures and worked with the best. My work and experience speaks for itself. However, Homeland security will not provide any CBP officers with law enforcement coverage. Can you believe that? Who is the turd brain that made that decision? Now they have Julie L Myers as Assistant Secretary of Immigration and Customs enforcement. She is the niece of General Myers who is Chair Joint Chiefs of Staff. Who selects these people? I know I don’t trust them and I have worked for this government long before these political appointees came around. Do they really think I am going to fall for their corrupt policies that leave CBP officers hanging in the middle between the management and american people? I think not. Most of these political appointees are snot nosed brats who have done nothing for this country but get good people in trouble for doing the right thing without second guessing themselves. While I have been busy protecting America from smugglers/terrorists (working with Americas finest CBP officers) these bearocrats have been promoting themselves and getting promoted up the ranks without any experience for that position. They make bad decisions and ruin others’ careers and we pay for their lawsuits. God bless Julia and B.J Davis for doing the right thing and notifying the FBI in an attempt to safeguard the nations border. Here is another unlawful tax hike: All U.S citizens will be required to present A U.S passport when entering the U.S from foreign beginning January 2008. All those passport fees will certainly offset the costs associated with the 20 million dollar lawsuit that was filed against the Department of Homeland Security for discriminating against Julia Roberts. Another Homeland Security Screwup. Why will these folks not let us do our jobs???????????????????????

I wrote a letter of protest to the goverment because once again they are trying to take away out tribal health care at the Cherokee Nation. Now I have DHS calling me form Washington trying to throw their weight around. He cant stand free speech obviously, but I will never shutup. THIS GOVERMENT IS CORRUPT! We have lost the American dream because all the foreigners that come in dont know what the hell freedom is and when these people vote, they vote away our freedoms unknowingly in the name of security! They have been fighting the war on drugs 70 years and have fat pockets from it. The reason they dont end it is because every damn one would be out of a job. We have more people in prison than any other country in the world!. Thanks USA for stealing our land and screwing us all over! Our economy is sucking bad now so George wants to hand out checks before he cashes out of office. God forbid if Hillary the socialist gets elected. Does anyone now where that bitch stands on gun rights and free speech? We need a real leader, a real American who will get rid of these tyrants in Washington with a tall tree and short rope! They are tyrants!! Thats why we have the right to bare arms to get rid of them. At least that ismy opinion. They have became so big how do we fight them when our votes dont count?

I worked in DHS HQ for several years and witnessed rampant corruption. Contracting officer having a sex with his contractors. In the DHS HQ Security Office one of the Senior employees would use his security job to stalk ex-flings (typically former female contractors). He would call people up and tell them not to hire them because she was under investigation and then start rumors in the office about her. He at one point was attempting to hire strippers to work for him as his secretary. Accepting money, expensive dinners and other perks from his contractors. He had sex with several of the female business developers from Lockheed and other companies. I could literally go on for hours with all corrupt activities.

It is amazing that child murderers like Federal Protective Services officer Louis Michael Mount are allowed to walk free in civilized society, yet DHS continues to stick its had the sand at Mount and its long list of felonious officers. While three fabricating officers did go to jail in No Cal (Taoy, Hair, and Jackson), AG Gonzales fired the US Attorney who prosecuted them and the agency continues to turn a blind eye to the rampant abuse and corruption in Maryland and other jurisidctions. Even the GAO report this year documenting the total incompetence of minimum wage contract rent a cops at federal facilities has done nothing to root out the continued ineptitude amongst DHS personnel.

Myself and a friend were returning from a Royal Carribbean cruise this past friday and were notonly accused of being “suspicious” and almost made to miss our flight home to New york, but were also harrassed and had our passports stolen by the customs “officer”. THIS IS ABSOLUTELY ABSURD AND AS A FEMALE MARINE, I WILL NOT BE PLAYING THIS GAME! IT WILL BE DEALT WITH ACCORDINGLY MR PINUTO!

as a worker for lufthansa i just want to tell you, that i have worked with ard. 20 africans or afro-americans within my company. some of them in higher positions as well as in technical jobs with a pretty high responsibility. i can understand any of your complaints and i really hope, that this security hype will have sth. like a normal end, because it’s truly frightening in some points. but i can tell you, far away from the will to advertising for a company i work at, that lufthansa has one of the most open and international intercultural policies which an airline can realize out of it’s own (truly cosmopolitan) manpower. i’m not speaking out of pride or defence, i just want to have that cleared, since we’re all human and different
