And, then after reading the story one more time, I came to the conclusion that Hawley could well have directed a whole bunch of his own agents to present fake documents where those would be detected.

There’s a whole dimension missing from the story: How many arrests were made by Hawley’s agency regarding the presentation of fake documents, and how many of those people are awaiting prosecution?

See? The whole idea is this: If you want to increase the size of your bureaucracy, then you connive to make it look impossibly bad, and when someone asks why it’s that way, you merely declare that you are ‘underfunded.’

That leads to more employees, more supervisory personnel, restructuring, more layers in the organization, and increased responsibility (Read: More pay).
