Most â€“ if not actually all â€“  government is irrelevant. Take note of its increasing size.

And, then after reading the story one more time, I came to the conclusion that Hawley could well have directed a whole bunch of his own agents to present fake documents where those would be detected.

There&#039;s a whole dimension missing from the story: How many arrests were made by Hawley&#039;s agency regarding the presentation of fake documents, and how many of those people are awaiting prosecution?

See? The whole idea is this: If you want to increase the size of your bureaucracy, then you connive to make it look impossibly bad, and when someone asks why it&#039;s that way, you merely declare that you are &#039;underfunded.&#039;

That leads to more employees, more supervisory personnel, restructuring, more layers in the organization, and increased responsibility (Read: More pay).</description>
